It applied to social housing from October 2025 and is being extended to the private rented sector through the Renters' Rights Act. Most advisers recommend private landlords adopt the same timescales now; councils already use HHSRS to enforce on damp and mould.
What if the cause is tenant behaviour?+
The report says so plainly, with evidence, and still gives the tenant practical steps. But condensation is usually a building issue too — ventilation and cold bridging — and the fix package addresses both sides.
